Grants and Assistance for Single Fathers in Delaware

Delaware's cash assistance programme

In Delaware, cash assistance is delivered under the federal TANF block grant and administered by the Delaware Division of Social Services. Check the current programme name with them, because states rename these.

Eligibility turns on three things: your household income against the state's threshold, the number of people in the household, and whether you have a dependent child living with you. Being the father is not a disqualifier anywhere in that test, and has not been since the programme was created.

What else Delaware runs

The Delaware Division of Social Services, or the agency it points you to, is usually the single door to most of the following. Applying for one often opens a screening for the others, so it is worth asking.

  • SNAP for food, assessed on the same household basis.
  • Medicaid and CHIP for your own and your children's health coverage.
  • Child care assistance, which Delaware runs with federal CCDF money. This is often the single largest sum available to a working single parent, and it is also the one most often left unclaimed.
  • LIHEAP for heating and cooling bills, and weatherization for the house itself.
  • Lifeline for phone and internet.
  • WIC for your children. The programme's maternal component is for pregnant and postpartum women, but the infant and child part is open to you as their caregiver, and a father applying for it is routine.

The part that is actually harder

The obstacle for single fathers is rarely the rule. It is proving the fact the rule depends on.

Who the children live with. These programmes follow the child and go to whichever parent has them the majority of the time. Fathers more often hold the smaller share of overnights, which makes this a parenting-order question before it is a benefits question. If your schedule is close to even, the application still wants a single answer, and the answer the agency will accept is usually the one written in your order rather than the one you and your co-parent have settled into informally.

Head of household. Benefit forms want one, and so does the tax code. If both parents claim it, both claims get challenged and both can stall. It is better settled between you, in writing, than discovered at an agency desk.

Child support cuts in both directions. Support you receive counts as income for several of these programmes. Support you pay is deducted by some and ignored by others. Delaware has its own treatment, so ask the caseworker which rule applies to the specific programme rather than carrying an assumption between applications.

Assumptions. Some application flows and some caseworkers are built around a mother applying. That is friction, not a rule. If you are told a programme is for mothers, ask which statute says so — for the programmes above, none does.

What to have ready before you apply

  • Your custody or parenting order, or the parenting plan if nothing has been filed yet.
  • Proof the children live at your address — school records and medical records carry more weight than a utility bill.
  • Recent pay statements, or evidence of self-employment income.
  • Your child support order and a record of what has actually been paid or received, which is not always the same as the order.
  • Social Security numbers for yourself and each child.
  • Proof of Delaware residency.
